Llantysilio Community CouncilInformation Sheet - Summer 2002The CouncillorsThe Community has 9 councillors who took up their duties in May 1999 for a four year term, recently extended by government for a further year. There were insufficient candidates at the last election therefore two members were co-opted on to the Council. The posts are unpaid. The Councillors are:
The Clerk to the Council The council is assisted in its duties by the Clerk to the Council. The Clerk is the "Proper Officer" of the Council whose role is that of administrator / manager. General correspondence to the Community Council should be addressed to the Clerk.Mrs J.S.Baker, Llantysilio Community AreaThe boundary of the community extends from the top of the Horseshoe Pass in the north to Pentrefelin in the south. In the east it includes a small part of Sun Bank, Trevor and extends to Rhewl in the west. It includes Pentredwr, Eglwyseg, Llandynan, Llidiart Annie, and Abbey Dingle.Community Council MeetingsMeetings are held either at the Conquering Hero or Pentredwr Community Centres starting at 7 p.m. Dates and locations of forthcoming meetings are:
The public may attend the meetings but cannot take part except at an "open meeting". Occasionally some issues may have to be discussed in private. Community Council BudgetThe funds to support the activities of the Council comes entirely from the community council element of the council tax. There is no additional central funding for community councils The funds are collected with the County Council Tax Charge and are listed separately in the annual notice sent to households. For Llantysilio the charge this year is £14.41 per year for a band D house. This gives Llantysilio Community Council a budget of £2,767 for 2002/2003.Within Denbighshire our Community charge compares with a low of £4.51 and a high of £39.14 per year with annual budgets for other communities of between £1,044 and £320,000. Current Community Council ActivitiesThe main regular activities are highlighting issues of local concern with the relevant county department, responding to the county on local planning applications and the management of the cemetery at Llantysilio Church. The remaining time and money is spent on small projects in the community. In the past these have included the planting of trees, provision and upkeep of the local bus shelters, provision of public seats, millennium coins for the children and provision of a laptop computer for Ysgol Llantysilio. Our contact with the County Council is greatly improved by the regular attendance at our meetings of our two County Councillors Jeff Jones and Paddy Tobin.The last 12 months has seen the funding of building materials to enable David Shiel, our countryside warden for South Denbighshire, to repair a wet section of the footpath at the Horseshoe Falls. Further funds may be provided to extend the repairs. Following the damage to local roads as a result of the severe rainfall in November 2000 we have remained in regular contact with the County Council, in particular Steve Kent. He has kept us informed of proposals for repairs and sort our views on various matters. The council has adopted the new Code of Conduct for councillors and all councillors have complied with the declaration of interests. The council's plan for placing a slate plinth beside the main road at Pentrefelin to mark the Millennium is slowly coming to fruition. The council is also progressing the provision of up to 6 public notice boards at various locations around the community. Community PolicingThe Community Council keeps in contact with the two Community Beat Managers who cover the Llantysilio area, PC Phil Mather and PC Gary McLeod. Both have attended our Community Council meetings to report on policing issues, local crime trends and to receive feedback from the Council.To contact our local police on non urgent matters try 01978 290222 ext 5490 however, as the emphasis is now on getting Officers out and about, there maybe no answer from Llangollen Station. In which case the operator on 290222 can take a short message which the officer will receive when next in the station. You can also email to philip.mather@north-wales.police.uk or gary.mcleod@north-wales.police.uk Despite not being manned 24 hours, callers to Llangollen Police station are very welcome, however, if a caller finds the station closed, they should use the telephone box positioned by the front door, the control room will take the call and you never know, the local Officer maybe just a short walk away. To report an incident that you do not feel warrants a 999 call or to contact the North Wales Police for any other matter please call on one of two brand new numbers. Anyone calling with non-urgent business will be connected immediately to an informed individual. North Wales Police will be answering your call on the Welsh language line on 0845 6071001 or on the English Language line on 0845 6071002. Please remember that 999 should be used if someone's life or property is in danger and consider 999 if you are witnessing or have just witnessed a crime and evidence may be lost by a delay.Police SurgeriesTo further improve contacts with the community the local police are looking to hold a number of Police Surgeries in the community. The first of these has been arranged for Wednesday 4th September 2002 at the Conquering Hero Community Centre. All are welcome to come along anytime between 7 and 9 pm to meet your local police and discuss any issues of concern either individually or in an open discussion.Ysgol LlantysilioThe Council has one representative on the Governors at the school. The school continues to provide high quality education with this year gaining the Basic Skills Quality Mark which follows the excellent Estyn and Church inspections of the previous year. The school in the last year has also benefited from new toilets and a new roof to the classrooms. This September sees an intake of 9 pupils to the nursery class which is very encouraging for the school.
