Llantysilio Community Council


Information Sheet August 2001

This information sheet has been produced by Llantysilio Community Council with the aim of providing the residents of the Community with improved access to their Community Councillors, an outline of the role and duties of the Community Council and information about the Community.

The Councillors

The Community has 9 councillors who all took up their duties in May 1999 for a four year term. There were insufficient candidates at the last election therefore two members were co-opted on to the Council. The posts are unpaid.

The Clerk to the Council

The council is assisted in its duties by the Clerk to the Council. The Clerk is the "Proper Officer" of the Council whose role is that of administrator / manager. General correspondence to the Community Council should be addressed to the Clerk.

Llantysilio Community Area

The boundary of the community is shown on the map. It extends from the top of the Horseshoe Pass in the north to Pentrefelin in the south. In the east it includes a small part of Sun Bank, Trevor and extends to Rhewl in the west. It includes Pentredwr, Eglwyseg, Llandynan, Llidiart Annie, and Abbey Dingle.

Community Council Meetings

Meetings are held either at the Conquering Hero, Rhewl or Pentredwr Community Centre starting at 7 p.m. Dates and locations of forthcoming meetings are:

The public may attend the meetings but cannot take part except at the annual “open meeting”. Occasionally some issues may have to be discussed in private.

Community Council Budget

The funds to support the activities of the Council comes entirely from the community council element of the council tax. There is no additional central funding for community councils The funds are collected with the County Council Tax Charge and are listed separately in the annual notice sent to households. For Llantysilio the charge this year is £14.41 per year for a band D house. This gives Llantysilio Community Council a budget of £2,767 for 2001/2002.

Within Denbighshire our Community charge compares with a low of £4.50 and a high of £38.41 per year with annual budgets for other communities of between £1,300 and £310,000.

Current Community Council Activities

The main regular activities are highlighting issues of local concern with the relevant county department, responding to the county on local planning applications and the management of the cemetery at Llantysilio Church. The remaining time and money is spent on small projects in the community. In the past these have included the planting of trees, upkeep of the local bus shelters and the provision of public seats.

The last 12 months has seen the gift of a millennium coin to all the children of the Community, the provision of a laptop computer to Ysgol Llantysilio and the funding of building materials to enable a wet section of the footpath at the Horseshoe Falls to be repaired. We have also been in regular contact with DCC following the damage to local roads as a result of the sever rainfall in November. Local concerns and problems during the repair work have been reported to DCC and plans for future road works have been discussed with the Community Council.

The presentation of the Millennium £5 coin to the children and young people of the Community took place at the Conquering Hero Community Centre in June last year. To date 90 coins have been given out. Anyone who was under 16 on 31st December 1999, and was resident in the Community, and has not received a coin should please get in contact as we still have a few coins remaining.

Community Policing

Although policing is not a responsibility of the Community Council we keep in close contact with the areas Community Police Officer, PC Gary McLeod. Gary attends the Community Council meetings on a regular basis to report on policing issues, local crime trends and to receive feedback from the Council. Gary has recently been joined by Constable Phil Mather giving the Llangollen area its second Community Beat Officer.

To contact the Community Police Officer on non urgent matters try 01978 290222 ext 5490 however, as the emphasis is now on getting Community Police Officers out and about, there maybe no answer from the extension. In which case the operator on 290222 can take a short message which the officer will receive when next in the station.

To report an incident that you do not feel warrants a 999 call please call 01978 290222 and ask to report an incident. The police will assess the level of response required, sending an officer if necessary, and pass you to the best department to deal with the call.

Please remember that 999 should be used if someone's life or property is in danger and consider 999 if you are witnessing or have just witnessed a crime and evidence may be lost by a delay.

Ysgol Llantysilio

The Council has one representative on the Governors at the school. The school this year has undergone its 5 yearly government inspection by Estyn and also a Church inspection. Both reports were excellent and should you wish to view a copy of the reports they are available at the school or at "www.pentredwr.co.uk". The Headteacher Mr Gordon Hughes can be contacted on 860551.

In September the school started an Out of School Club which runs from 3:15 to 6:00 pm during term time. The club is open to children in full time education from any school between the ages of 4 and 11 years. The recent annual inspection by Denbighshire CC gave the club an excellent report regarding the care of the children and the activities undertaken.
