The following Information Sheet was distributed by the Council to help inprove contact with the residents of the area.

Information Sheet 2000

This information sheet has been prepared by Llantysilio Community Council to help provide the residents of the Community with improved access to their Community Councillors and to give an outline of the role and duties of the Community Council.

The Councillors

The Community has 9 councillors, based on the electoral register, who all took up their duties in May 1999 for a four year term. There were insufficient candidates at the last election therefore two members were co-opted on to the Council. The posts are unpaid.

The Clerk to the Council

The council is assisted in its duties by the Clerk to the Council. The Clerk is the "Proper Officer" of the Council whose role is that of administrator / manager. General correspondence to the Community Council should be addressed to the Clerk.

Llantysilio Community Area

The approximate boundary of the community is shown on the map. It extends from the top of the Horseshoe Pass in the north to Pentrefelin in the south and in the east includes a small part of Sun Bank, Trevor to Rhewl in the west. It includes Pentredwr, Eglwyseg, Llandynan, Llidiart Annie, and Abbey Dingle.

Community Council Meetings

The meetings and council business are conducted in accordance with the procedures laid down in the book "Standing Orders and Chairmanship for Local Councils" published by the National Association of Local Councils (NALC). The public may attend the meetings but cannot take part except at the annual “open meeting”. Occasionally some issues may have to be discussed in private. Meetings are held either at the Conquering Hero, Rhewl or Pentredwr Community Centre starting at 7 p.m. Dates and locations of forthcoming meetings are:

Community Council Budget

The funds to support the activities of the Council come directly from the community council element of the council tax. This is collected with the County Council Tax Charge but is listed separately in the annual notice sent to households. For Llantysilio the charge is £14.72 per year for a band D house. This gives Llantysilio Community Council a budget of £2,767 for 2000/2001.

Within Denbighshire our Community charge compares with a low of £2.40 and a high of £37.17 per year with annual budgets for other communities of between £400 and £299,000. It should be noted that whereas for the County Councils the council tax represents approximately 20% of their budget, with 80% coming from central government, a community council's budget is provided entirely from the community charge payers. There is no additional direct funding for community councils.

Community Council Powers and Duties

A community council has in theory many powers and duties with regard to what it can do. These can be seen on the NALC web site at www.nalc.gov.uk. Alternatively we can provide a copy of the full list of powers and duties to anyone who requires one. In reality however, with the costs of exercising these powers falling entirely on the community, the scope for what can be achieved is limited unless there is considerable community support for any particular activity or action.

Current Community Council Activities

The main regular activities are highlighting issues of local concern with the relevant county department, responding to the county on local planning applications and the management of the cemetery at Llantysilio Church. The cemetery is in the ownership of the Community Council and we also contribute half the cost of grass cutting in the church graveyard. The maintenance of the cemetery and the Community Council administration costs account for approximately 60% of the annual budget. The remainder is spent on small projects in the community. In the past these have included the planting of trees, upkeep of the local bus shelters, provision of public seats and this year the gift of a millennium coin to the children of the Community.

Future Community Council Activities

The councillors are keen to bring about improvements within our community. Your ideas are welcome; bearing in mind that the funding comes directly from you! We are also able to highlight problems or issues with the County regarding their Services and again would be pleased to hear from anyone with concerns

Future Communications

The Community Council is seeking to establish a web site and is currently able to issue minutes of meetings by e-mail to anyone who requests them. Copies of minutes of meetings and the meeting agenda are available for inspection.
